Per Government Decision 2229, Vietnam has approved a strategic plan for logistics service development with specific and ambitious human resource goals to meet the demands of international integration and the digital economy.

Strategic Workforce Targets:

  • 2025–2030 Phase: Aim to have 70% of the workforce formally trained in technical skills, with 30% holding a university degree or higher.
  • 2050 Vision: Target 90% of the workforce with technical training, of which 50% must hold a university degree or higher.

 

Current Major Challenges:

The logistics sector, with approximately 1.2 million workers (and over 30,000 enterprises), faces a significant quality gap:

  • Only about 5–7% of the current workforce is formally trained in the field.
  • 53.3% of logistics enterprises report a lack of qualified staff, and only 6.7% are satisfied with their employees’ current professional competence.
  • Despite high recruitment demand (50% of companies need to hire 15–20% more employees), there is a severe shortage of high-quality talent, particularly those with essential IT skills.

 

Key Solutions for Workforce Development:

The Government has directed strategic measures to achieve these goals:

  1. Standardize Training: Issue a national professional standard and qualification framework for logistics, closely linked to the practical needs of businesses.
  2. Diversify Formats: Promote various training levels (primary, intermediate, college, university, and postgraduate) to meet diverse market demands.
  3. Boost International and Corporate Cooperation: Strengthen ties between Vietnamese training institutions and international organizations, encouraging joint research, expert exchange, and curriculum refinement.
  4. Enhance Awareness: Organize training and workshops to improve logistics knowledge among state management agencies, associations, and enterprises.
