On October 16th, 2025, Toạ đàm “Hoàn Thiện Chính Sách Thuế, Hải quan – Thúc Đẩy Doanh Nghiệp Phát Triển” (English Translation: “Improving Taxes & Customs Policies – Promoting Business Development” Seminar) took place sucessfully, aiming to remove barriers and promote import-export & trade activities of Vietnamese enterprises.

I. Breakthroughs from Customs Procedure Reform

The Customs sector is proactively reviewing nearly 100 legal documents to harmonize state management with trade facilitation:

  • Cutbacks and Simplification: Proposed to cut and simplify 39 administrative procedures and abolish 15 unnecessary business conditions (in 2025 alone).
  • Modern Management: Accelerating the application of modern management measures such as risk management, post-clearance audits, recognition of priority enterprises, and advance rulings on codes/values, helping businesses that comply well with the law reduce clearance time and costs.
  • Focus on Digital Transformation: Restructuring processes with a business-centric approach, digitizing records, and reducing the inspection rate, ensuring transparency and efficiency through the National Public Service Portal.

 

II. Tax and Land Policies Supporting Economic Recovery

The Tax sector is implementing solutions to support businesses and promote innovation:

  • Tax Incentives: Continuing the 2% VAT reduction until the end of 2026. Extending tax and land rent payment deadlines, with the total value of exemptions, reductions, and extensions reaching VND 96.749 billion in the first six months of the year.
  • Encouraging Innovation: Granting tax exemption for up to 3 years for income from innovation, digital transformation, and scientific research. R&D costs and green investments are counted as reasonable expenses.
  • Corporate Income Tax (CIT) Reform: Applying preferential tax rates (15% and 17%) for small and medium-sized enterprises (SMEs).
  • Ultimate Goal: The revised Law on Tax Administration is being developed towards modernization, aiming to help taxpayers reduce at least 30% of time and cost for compliance with administrative procedures (Source: Vietnam Government Portal).
