In today’s era of globalization and rapidly changing global trade dynamics, Free Trade Zones (FTZs) have emerged as an effective model for promoting import-export activities and enhancing logistics capabilities.
On June 26th, 2024, the National Assembly of Vietnam issued Resolution No. 136/2024/QH15, with Article 13 specifically addressing the establishment of the Da Nang FZT associated with Lien Chieu Port. According to experts, this association expected to stimulate activities such as manufacturing, processing, recycling, assembling, sorting, and packaging of import-export goods. It will also facilitate logistics and other services related to trade, laying the foundation for Da Nang to become an international cargo transshipment hub with robust technical infrastructure that fully leverages the value chain of both seaports and airports. This not only positions Da Nang as a regional logistics center but also boosts investment and accelerates the city’s socio-economic development.
The Da Nang FTZ pilot project has inspired similar initiatives in other regions. Notably, on May 13th, 2025, during the 9th session of the 15th National Assembly, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented a draft resolution to replace resolution No. 35/2021/QH15 on piloting special development mechanisms for Hai Phong City. A key highlight of this proposal is the establishment of a FTZ in Hai Phong. This FTZ would be a geographically defined area designed to implement exceptional and breakthrough policies to attract investment, finance, trade, services, export-driven industry, R&D, and high-quality human resources.
The Hai Phong FTZ is organized into several functional areas: manufacturing zones, port and port logistics zones, commercial-service zones, and other zones as regulated by law. To enhance investment attraction and promote business activities in this next-generation FTZ, the draft resolution proposes a range of preferential policies, such as simplified administrative procedures for investment and business registration; import-export formalities; immigration, residence, and labor permit processes; land and construction procedures and optimized investment incentives for land rent, water surface rent, and taxation.
To bring this vision come true, Hai Phong has reviewed existing plans and initially proposed three strategic areas totaling approximately 6,470 hectares — about 12.5 times the average size of an industrial zone in the city, or roughly 30% of the area of the Hai Phong Economic Zone:
Zone 1 is located in the southern coastal economic zone of Hai Phong, covering about 2,300 hectares in Vinh Quang, Hung Thang, and Dong Hung communes (Tien Lang district). Positioned at the southwest gateway of Hai Phong, this area borders the Van Uc River to the northeast and the planned Tien Lang Airport to the southeast, offering multimodal transport advantages including road, waterway, and air connectivity. This zone is planned to support diverse industries such as manufacturing, commerce, services, finance, and banking, and is also envisioned as a future urban-rural residential and logistics service hub.
Zone 2 includes the Nam Dinh Vu Industrial Park and the southern part of Dinh Vu Island, covering around 2,700 hectares. It is designated for high-tech and key industries, as well as port-logistics services. Plans also include new urban development, public services, green spaces, and transportation infrastructure.
Zone 3 encompasses Cat Hai Island and the Phu Long urban-tourism service area and its vicinity, with a total area of about 1,470 hectares. This zone is adjacent to Lach Huyen Port and the planned railway station connecting to the Lao Cai – Hanoi – Hai Phong – Quang Ninh railway route. It is considered ideal for developing high-tech manufacturing, key industries, and port-logistics services.
In summary, the establishment of the Hai Phong Free Trade Zone not only creates a highly favorable environment for enterprises such as ICD Nam Dinh Vu — strategically located within the Dinh Vu – Cat Hai Industrial Zone — but also strengthens Hai Phong’s role as a modern international logistics center.
