Haiphong City is asserting its role as the main sea gateway of the Northern region and is one of the few localities possessing all five modes of transport (road, rail, air, inland waterway, and maritime). This is a key strategy to create the foundation for socio-economic development breakthroughs.

Key Investment Focus (2020 – 2030):

  1. Maritime Transport: Bringing the total number of deep-water berths at the Lach Huyen Port area into operation, allowing large-tonnage vessels to travel directly to markets in the US and Europe, enhancing the city’s international maritime position.
  2. Air Transport: Commencing construction of Passenger Terminal T2 – Cat Bi International Airport to increase capacity to 5 million passengers/year, meeting the city’s integration and development needs.
  3. Road Transport: Concentrating on major projects such as Ring Road 2, Ring Road 3, and the coastal expressway, along with important inter-provincial connection routes.
  4. Inland Waterway: Upgrading inland waterway corridors connecting Haiphong with Quang Ninh, Hanoi, and other Northern provinces (Hung Yen, Ninh Binh, etc.), enhancing cargo transport capacity, especially for containers.
  5. Rail Transport: Upgrading and improving the operational speed of the Hanoi – Haiphong railway line; focusing resources on investing in the Lao Cai – Hanoi – Haiphong railway connecting to the seaport, and coordinating the implementation of other strategic railway projects.

Strategic Vision:

Haiphong aims to develop its transport infrastructure following a multimodal transport model, coupled with promoting regional linkages. The city is researching the construction of the Ninh Binh – Haiphong expressway and strives to establish the Northern Haiphong Economic Zone by 2030, based on the synchronous and synergistic exploitation of the strategic advantages of Gia Binh Airport and Lach Huyen Port.

The synchronous investment in all five transport modes is a crucial driving force, expanding new development spaces and maximizing the efficiency of the interconnected transport network.
