Hai Phong is the only locality in Northern Vietnam that converges five modes of transport (sea, river, rail, road, and air), along with a massive system of seaports, warehouses, and intermodal services. This unique position provides an outstanding advantage for the city to develop its logistics services into a regional hub.

 

Potential and Current Status of Hai Phong Logistics:

  • Multimodal Transport Position:
    • Seaports: Approximately 50 port businesses operate over 70 berths, making it the largest cargo throughput port in the North.
    • Inland Waterways: Around 300 river ports and yards, which are crucial for developing waterway transport to save costs and promote green logistics.
    • Road Network: Seamless connectivity with national highways and expressways, accounting for over 70% of cargo throughput at the port.
    • Rail: A direct route connecting to Lao Cai and Kunming (China), with cargo volume expected to increase 5–10 times upon completion of the new high-speed railway.
  • Infrastructure Planning: Under the 2030 master plan, Hai Phong’s seaport is projected to handle 175.4 – 215.5 million tons of cargo. The city has allocated 2,000 – 2,500 hectares of land to develop large-scale Logistics Centers.
  • Limitation: Despite its vast potential, local logistics enterprises currently lack strength, mostly performing only a single step in the logistics chain (such as warehousing or transport), with the majority of the market share held by foreign companies.

Strategic Orientation to Become a Regional Hub:

To fully capitalize on its potential, experts propose that Hai Phong must focus on:

  1. Completing Connectivity Infrastructure: Promptly constructing an international-standard railway line connecting ports to the national/international rail network. Prioritizing investment in inter-regional inland waterway transport systems.
  2. Developing Integrated Logistics Centers: Attracting both domestic and international corporations to invest in constructing large-scale logistics centers that integrate comprehensive “door-to-door” services.
  3. Government Support: The government must issue timely policies, mechanisms, and frameworks aligned with market trends, focusing resources on investing in both “hard” (physical) and “soft” (technology, human resources) infrastructure.
